sopel-inclusivity v0.3.0

First release as sopel-inclusivity, replacing sopel_modules.inclusivity.

• Updated compatibility for Sopel 8
• Minimum Sopel version is now 7.1
• Use newer search rule type, instead of bookending pattern with .*
