Add VRS gtfs feed

This pull request adds a GTFS feed for the german transport association called VRS.
It covers the room around Bonn and Cologne.

Hi, this feed probably overlaps with DELFI.
Are there quality issues with DELFI in that area that this helps with?

I dont know if it should be like that, but I belive that DELFI always writes the city name in front of the real stop name. E.g. Bonn Hadynstr. instead of just Haydnstr..

We have a real-time feed for delfi in this case, so if there is no rt for this feed, we shouldn't change it

Since the quality issue with the DELFI feed is still a legitimate one, how would one go about fixing/reporting it? It's rather annoying to have stations such as "Köln Mülheim Bf Mülheim" (with tracks 79 to 85 instead of 1 to 7).
