added a rust toolchain file
This commit refactors and improves code formatting, error handling, and structure across core, darwin, nerv, sharding, and utils modules. It updates agent, self_improvement, evolution, exploration, and ritual logic for better clarity and maintainability, resolves merge conflicts, and improves metrics and candidate selection logic. Also updates author info in .gitconfig and adds .gitattributes for consistent line endings.
