Create website

This PR adds a function create_website() to generate a skeleton for a quarto website, similar to create_report(). With respect to style, there are 3 options (asked during interactive questions):

• report, which is the style originally added in https://github.com/inbo/flandersqmd-website
• footer colophon, in which an extended colophon is added in the footer and no cover page is added
• minimal, in which only author names and the logo are added in the footer and no cover page

Together with this PR, these styles are added in https://github.com/inbo/flandersqmd-website/tree/colofon-footer, so create_website() should be tested with argument version = "colofon-footer" and both repo's should be updated simultanuously.

Some issues to solve:

• present and discuss styles with communication team
• make reviewer optional (= give also option 'none' in question) or don't ask question to add reviewer if not used in website (minimal style). As this functionality will probably move to the citeme package, it may be easier to look at this while/after moving to citeme? (And maybe wait till the outputs are discussed with the communication team?)
• it seems adding a second reviewer is not possible, could it be necessary and should it be possible? (Seems maybe more relevant for reports.)
• improve questions for rightsholder and funder: after choosing one, the question reappears, it should be more clear to a user if 'Add another xxx` should be asked, similar to the authors. I notice this functionality is in checklist now, so it should be solved in citeme and not here?
