Adds gharc, a small MIT-licensed CLI and Python library that stream-filters the hourly archives during download (by repo, owner wildcard, org, actor, or event type) into Parquet or JSONL, so selective extracts do not require holding raw hours on local disk.
It is on PyPI (pip install gharc), tested with CI, and was validated by reproducing a six-month single-repository study end to end (roughly 350 GB of archives streamed with peak local disk under 600 MB): https://github.com/aravpanwar/Spark_Codebase_Evolution/tree/main/redo
