Why:

Closes: #45071

The documentation for reclaiming mannequins listed `admin:org` as the only required PAT scope for organization owners. However, reporters have found that `admin:org` alone results in a FORBIDDEN error when retrieving mannequins. The correct required scopes are `repo`, `admin:org`, `workflow` — matching the scopes required for other migration tasks like running a repository migration and downloading a migration log.

What's being changed:

Updated the required PAT scopes for "Reclaiming mannequins" in the `github-pat-required-scopes.md` reusable:

  • `admin:org` → `repo`, `admin:org`, `workflow`

Check off the following:
