Version mismatch in description link vs rest of config

The description field references aptos-node-v1.46.1 while every other version reference in the file (name, title, gas URL) consistently uses v1.46.0. This looks like a typo — the release tag link will point to a potentially nonexistent or incorrect GitHub release, which would be visible in the on-chain governance proposal metadata.
