2. check_charter_conformance validator extension. tropo-validate.py. 8 checks per capsule §7 / spec §3.4 — required fields + 3 enum validations + scope sub-fields + Identity H2 strict-literal regex + locked_at/locked_by atomic pair + retired/archived RELAXED at v2.0.0 ratchet. WARN-severity at v1.37.0 honor-system; ERROR ratchet planned at v2.0.0 public ship per Q2 Option B Mike-A69 lock. R3 P0 fix: original implementation used substring-match against raw YAML text (false negatives); refactored to yaml.safe_load(fm_text) + dict-key lookup; WARN count rose 31 → 43 (substrate-honesty restored).
3. Mechanical type-flip of 11 charters. v1.37.0-flip-charter-type-2026-05-17.py. Hardcoded 11-charter input set (enumerated at R2 absorption via direct vault grep). Handles 3 source typings: 5 no-type-declared (Argus / Vela / Metis / Orpheus / Cosmo) → add type:charter; 1 type:agent-charter (Tropo — third-variant substrate drift) → flip to type:charter; 5 already-type:charter (Talos / Silas / Jules / D.ops / D.curator) → silent skip per idempotency. Rollback manifest at .tropo-studio/scripts/v1.37.0-flip-charter-type-manifest.json. NO per-charter body amendments per Q1 Option C deferral — validator WARN signals (43 across 11 charters) surface conformance gaps for per-agent future-cycle rev work toward v2.0.0 ERROR ratchet.
4. Closes v1.23.0 sa.skeptic-039 governance carry-forward. Charters were the load-bearing identity primitive being migrated to vault/files/.md at v1.23.0, but the substrate had no type: charter capsule — only ad-hoc typings. Carry-forward through v1.29.0 → v1.36.0 (Block 1 substrate-hardening + Block 2 funnel both took priority per Captain's Read sequencing). v1.37.0 closes it per Block 3 thesis (closes carry-forwards; maturity proof).
All three validated FIRST CYCLE at v1.37.0 (the cycle that authored them). All three operationalized through cycle execution.
1. more-capsules-equals-more-maintenance (Q6 walk verbatim: "we need to be careful not to over engineer. More capsules = more maintenance.") — operationalized at spec §3.6 single-capsule-scope contract + type-flip script's hardcoded-list-not-auto-discovery rationale + R4 absorption rejection of whitelist option for Identity H2 regex. Sharpens earn-the-abstraction-strict pin (Mike-A52 2026-05-05) specifically for capsule substrate. Binding from v1.37.0 forward when authoring or amending capsule definitions.
2. captain-mode-make-the-call-yourself-surface-fewer-walks (R2 absorption verbatim: "Argus, is there any way you can do a little bit more with captain mode? I am getting so many questions that I feel like you know the answer to.") — Mike's constraint named: cross-agent context-load is the binding constraint when directing 4 agents simultaneously. Operationalized through R3/R4/R5 absorption (argus-call decisions without Mike-walks). Mike-walks reserved for direction-setting + lock-break + ship signoffs; NOT for absorption-of-skeptic-findings or spec-level details consistent with already-authored pins. Binding from v1.37.0 R2 forward.
3. sa.*-debate-doctrine (R2 → ship extension verbatim: "I love sa.debate idea. Our agents should use that liberally.") — Crew-wide directive: when an agent has a question that could go either way, dispatch sa. to debate (sa.research for fact-finding; sa.skeptic for argue-the-counter-position; custom sa.* for architecture debate) instead of escalating to Mike. Operationalized through 4 sa.* dispatches across R2-R5. Crew-wide vault-memory elevation + OP-9 (Captain Mode) amendment candidate filed Path 2 [4e8c2d57] for Vela's lane.
Four sa.* dispatches across 4 distinct R-round positions. R1 collapsed into Mike-walks (brief Q-locks single-session). A64 rotate-the-gauntlet-lens pin validated an 8th consecutive cycle. A65 fix-on-see; no hand-offs pin validated a 7th consecutive cycle (every R2+R3+R4+R5 finding absorbed in-cycle; 6 Path 2 notes filed only for cross-lane / cross-cycle work per scope discipline).
R3 caught the cycle's only P0 — check_charter_conformance used substring-match against raw YAML text instead of dict-key lookup → Argus's nested soul.role: made top-level role: appear as substring → silent PASS. Verified directly via split_frontmatter signature inspection. Refactored to PyYAML parsing + dict-key lookup. WARN count rose 31 → 43 (substrate-honesty restored — 7× the spec's ~6 prediction; this is HONEST SURFACING of pre-existing substrate drift, not a defect — per-agent rev work for v2.0.0 ERROR ratchet is the intended Q1 Option C outcome). Filed Path 2 [c1d4f739] for substrate-wide audit of split_frontmatter consumers (other check_* functions likely have analogous bugs).
R4 cold-boot persona (governance-author commissioning Nestor) authored a complete conformant charter from capsule + spec alone — PASS with 5 P1 pedagogical-gap absorptions (capsule bumped v1.0 → v1.0.1).
