Feature request: Decouple Delete/Unpublish in editorial workflow

Forgive the possible redundancy, but for the future Editorial Workflow release please ensure that the act of Deleting a draft is decoupled from the act of Unpublishing a draft. This is one of my larger annoyances with Decap, so I hope that in your future release it is considered for implementation (if not already -- I know you've done incredible work in addressing Decap's shortcomings...)

I’ll check all the editorial workflow issues in Netlify/Decap CMS. Some issues are not labelled properly, so there are more, e.g. decaporg/decap-cms#464.
