Reduce download size in tests

The download test currently downloads data for [California](https://github.com/zykls/folktables/blob/12358d1645d09904b4b05e8459042e39a0d50382/tests/test_examples.py#L11). It's probably worth it to replace this by a smaller state to minimize the overhead of running this test.
