Prevent sending back to the internal onchain wallet when offboarding

Right now we are presenting a warning to the user to not circle back sats to the internal onchain wallet on the offboarding screen.
But we should be able to prevent this in code.

The rationale behind this restriction is that it's clearly always antithetical to offboard to the internal the onchain wallet.
