Add "Scroll to Top" Button on Dashboard Page

Description:

Currently, the dashboard page lacks a "Scroll to Top" button, which affects user navigation experience when scrolling through long content.
This issue aims to implement a "Scroll to Top" button that blends seamlessly with the site’s theme and design language.
The button should appear after scrolling down a certain threshold and smoothly scroll the user back to the top on click.

Expected Behavior:

• Matches dashboard color scheme and style.

• Smooth scroll effect when clicked.

• Mobile and desktop friendly.
