Pass ome-model-docs location as property

When building a SNAPSHOT version of ome-model (or maybe always), pass a property setting the location of the ome-model docs to the bio-formats-documentation build, so it can validate against the local copy.  See https://github.com/ome/bio-formats-documentation/issues/14
