Searching for datasets scrolls confusingly

If I go to https://clades.nextstrain.org/dataset on Chrome and I have "CCHF (M)" as my current dataset hit "Change dataset" and type an entry like "measles", I find the search automatically scrolls to the bottom where my current entry is selected so I can't see that Nextclade actually has measles.

(Those are two random dataset examples for specificity, but it happens ~always I think)

This widget needs to be rebuilt, I think. But I am struggling to decide what exact UX we need. Filtering? Fading inactive items? Scrolling to selected? How to combine selection and filtering? Also selecting an entry instantly changes the dataset with some unexpected effects for the things on main page. "Confirm" button?

Right now it kinda tries to do too many things and be very helpful, but sometimes ends up with bugs like this.

Perhaps a good existing library component, which already have these decisions coded, can be used? It needs to be highly customizable though, to display all the info we need.

I think I don't have enough view of all the things it's trying to do for me to be particularly super helpful on this. I think filtering-rather-than-fading-on-search might address a bunch of potential bugs relatively cheaply. (Or maybe the scroll can be fixed, but that feels potentially more complex!)

#1747 should hopefully make scrolling slightly less buggy. I'll think how to improve UX further.
