[fix] fix: set draft: false in issue-repro-triage workflow

Root Cause

The issue-repro-triage workflow was configured with draft: true in the safe-outputs.create-pull-request section. This caused every fix PR created by the triage agent to be created as a draft, and when the agent tried to use a non-existent mark_pull_request_as_ready_for_review tool, the workflow failed — triggering repeated failure notifications.

Fix

Changed draft: false in:

• .github/workflows/issue-repro-triage.md (source)
• .github/workflows/issue-repro-triage.lock.yml (compiled config)

Closing as duplicate noise from the issue-repro-triage workflow doom-loop: the agent's fix targets .github/workflows/issue-repro-triage.md which the default GITHUB_TOKEN can't push, so every retry's PR bundle landed here as an issue, which re-triggered the workflow, etc. Root cause tracked in #15779. The draft: true -> false change will land in a separate manual PR; no need to keep any of these.
