Overview

Once we reach milestone 2 of our migration plan, we can start migrating each of our rules to natively use the @eslint/json language, and not be wrapped in the compat layer anymore.

This issue is to create all of the issues for those migrations. I'd like to have one issue per rule, so that's going to take some time and take up a lot of space in the backlog. I'd like to do this closer to when we'll be starting this work.
