In live mode, it is not possible to disable blocking when CrowdSec is unavailable.
In "stream" mode, this can be done using the setting UpdateMaxFailure: -1.
Do the same so that it can be disabled in live mode.
I would enable stream mode, but I can't do that right now because the decisions range is not supported by this plugin.
