Add way to snooze subscriptions (same as we do in screener)

Add an option to snooze subscriptions for a time period or until the next email (same options as the Screened mail)

• when a subscription is snoozed we move it to an _lma-screened/snoozed folder
• the subscription is added to a new collection to track the status
• when a scan is run that collection is checked and if snoozed items are returned with a "snoozed" label
• a new filter in the subscriptions UI for snoozed mail
• a schedule will check time-based snoozed items
• when items are un-snoozed we don't move back into the inbox but we do move back into new in the CMS UI
