• Fuse the provenance ledger (§10–15 cite-or-[FILL IN] provenance rule (extend Phase 4.5 to full philosophy layer) #32) + the fidelity table (Point verify at user localhost + observed-but-undeclared drift bucket #34) into one artifact .omd/fidelity-receipt.md.
• Top: token fidelity table + 'observed-but-undeclared' drift. Bottom: provenance ledger ([FILL IN] honestly listed).
• Deliver via SendUserFile + print in terminal.

Acceptance

• One receipt a skeptical design lead can trust: proves tokens AND cites every §10–15 claim.
