Context

omd:init Phase 4.5 already writes [FILL IN: …] + <!-- omd:limitation … do not fabricate --> for §11–13 on skip. Extend that discipline across all of §10–15.

Scope

• Every philosophy sentence carries provenance: file:line / CLAUDE.md rule / chat-turn-id — or becomes a [FILL IN] placeholder + omd:limitation comment. Never fabricate.
• Emit a terminal-printable provenance ledger (the bottom half of the Fidelity Receipt).
• Patch omd-master / ux-researcher authoring pass.

Acceptance

• 0 unsourced §10–15 claims; thin inputs honestly produce many [FILL IN]; ledger prints in terminal.
