Change actionlint's default version

Describe the bug
At the moment we are using version "latest" as default for actionlint. Instead we should use a specific version as default.

Expected behavior
Use a specific version number of actionlint as default version. Alternatives

• Configure renovatebot to update the default value for action input version
• Write a script to update the default for action input version
• Use Action reviewdog/actionlint, see also rhysd/actionlint/blob/v1.7.12/docs/usage.md#reviewdog
