chore(public-sync): apply scrub rules from .public-sync

Auto-generated by .public-sync/sync-to-public.sh. Removes the
internal docs trees, replaces the personalised voice template with
the framework generic Nell archetype, and substitutes absolute
paths plus author-name attributions per .public-sync/replacements.txt.
