Dependency on cloudflare

With the cloudflare outage today this action stopped working. I guess because it makes a request to goreleaser.com, which is behind cloudflare.

This seems like it might be an unintentional dependency. I wonder if there is a way to make the action only rely on Github instead?

For me at least working this solution to point actual version of goreleaser:

yes, I'm aware of this.

Previously we were grabbing the info from GitHub, but would get rate limit every other run.

This was to prevent it.

Using a fixed release fixes this.

We could also ship these with the action and fallback to them if the request fails... although we don't release that often, so it might give users an old version occasionally 🤔

Yes that makes sense to fallback to GH API or GH cdn with higher rate limit of 5000req/h. I will take a look
