Replace `\today` macro

ArXiv guidelines recommend against using the \today macro since upon recompilation it produces an incorrect date. See https://info.arxiv.org/help/faq/today.html. A simple helpful feature would be to replace \today with the explicit date.

One difficulty might be to pick the right format for the date (i.e. depending on locale, etc.), which is handled by LaTeX. Left it as an improvements, PRs welcome
