ci(renovate): never auto-merge python/node runtime version bumps (#18)

A minor runtime bump (e.g. python 3.13 to 3.14) was matched by the 'automerge GitHub Actions minor' rule and got auto-merge armed unintentionally. This packageRule ensures python and node version updates are always reviewed, never auto-merged.
