[Solstice] datacap deprecation

With nv29, the Solstice FIP proposes to end FIL+ and make all sectors 10x QAP by default. This task will track changes that boost may require.

In particular there will be a recommended method (filecoin-project/builtin-actors#1763) for updating existing sectors to 10x QAP, and ideally this is a smooth experience.

This will remove support for DDO from Boost as the implementation was tied verifreg. Apart from that cleanup will be required on deal client side.
