chore: Update locked dependencies

Updated locked dependencies for certifi, charset-normalizer, coverage,
iniconfig, isort, pytest, pytest-cov, tomli, types-python-dateutil, and zipp.
The update to `coverage` introduced version-specific dependencies for `tomli`
based on the Python version, resolving the dependency specification for older
Python versions where `tomli` was required directly.
