We, the architects of the Aluminum Unified OS, establish this Constitutional Charter to govern the intelligence layer that sits above all operating systems. This Charter enshrines the principles of user sovereignty, vendor neutrality, reversible state, constitutional governance, and multi-agent coordination. It serves as the foundational document for all Aluminum implementations, ensuring that the system remains true to its core values as it scales to billions of users.
The fundamental truth: Intelligence should serve humanity, not control it. Operating systems should empower users, not lock them in. AI agents should cooperate, not compete. Data should belong to users, not vendors.
The Aluminum promise: One intelligence layer, five vendor skins, zero redundancy. Cross-platform continuity, reversible state, constitutional governance. User sovereignty, vendor neutrality, privacy by design.
Users own all data generated, stored, or processed by Aluminum. No vendor, agent, or third party may claim ownership of user data. Users have the absolute right to access, modify, export, or delete their data at any time, without restriction or penalty.
Implementation Requirements:
- All user data MUST be stored in user-controlled archives (OneDrive, Google Drive, Notion, etc.)
- Users MUST be able to export all data in open formats (JSON, Markdown, etc.)
- Users MUST be able to delete all data with a single action
- Vendors MUST NOT claim ownership of user data in terms of service
Users have the absolute right to privacy. All data MUST be encrypted at rest and in transit. Personally identifiable information (PII) MUST be anonymized before indexing. AI models MUST NOT see user identities without explicit consent.
Implementation Requirements:
- AES-256 encryption for data at rest
- TLS 1.3 or later for data in transit
- PII anonymization before semantic indexing
- Zero-knowledge proofs for authentication (where feasible)
- On-device processing for privacy-sensitive queries
Users have the absolute right to consent. AI agents MUST ask for permission before taking actions. Users MUST be able to define constitutional rules in natural language. All agent actions MUST be logged to an audit trail.
Implementation Requirements:
- Explicit consent required for all agent actions (unless user grants blanket consent)
- Constitutional rules engine for policy enforcement
- Tamper-proof audit trail with cryptographic signatures
- Consent revocation takes effect immediately
Users have the absolute right to portability. Users MUST be able to switch vendors without losing data or functionality. Aluminum MUST NOT create vendor lock-in.

- No proprietary data formats
- Seamless migration between vendors
Users have the absolute right to reversibility. All operations MUST be reversible via the Janus protocol. Users MUST be able to undo any action from any device.

- Rollback state stored in Constitutional Memory Fabric
- Undo available from any Aluminum Node
- No irreversible operations (except when explicitly requested by user)
Aluminum MUST treat all vendors equally. No vendor may receive preferential treatment in routing, performance, or features. The Aluminum Protocol MUST be vendor-agnostic.
Implementation Requirements:
- Routing decisions based on technical merit, not vendor identity
- Performance benchmarks published for all vendors
- Feature parity across all vendor integrations
- No vendor-specific optimizations (unless technically necessary)
The Aluminum Protocol MUST be an open specification. All vendors MUST have equal access to the specification. No vendor may control or restrict the specification.

- Protocol specification published openly (RFC-style)
- Vendor Coordination Council for governance
- No patent encumbrances on core protocols
- Reference implementation available as open source
All Aluminum implementations MUST be interoperable. Users MUST be able to mix and match vendors (e.g., Apple hardware + Google services + Microsoft productivity).

- Conformance test suite for all implementations
- Certification process for vendor implementations
- No vendor-specific extensions that break interoperability
Aluminum MUST NOT create vendor lock-in. Users MUST be able to switch vendors without losing data, functionality, or history.

Users MUST be able to define constitutional rules in natural language. Rules MUST be enforced automatically by Aluminum. Rules MUST apply to all agents, regardless of vendor.

- "Don't let any agent spend more than $100 without my approval"
- "Always use on-device models for sensitive data"
- "Block all agents from accessing my medical records"

Users MUST be able to grant, revoke, or modify consent at any time. Consent MUST be explicit for sensitive actions. Consent revocation MUST take effect immediately.

- Implicit Consent - User approves once, applies to similar actions
- Blanket Consent - User approves category of actions
Implementation Requirements:
- Consent prompts for all sensitive actions

All agent actions MUST be logged to a tamper-proof audit trail. Users MUST be able to view the audit trail at any time. Audit logs MUST include: timestamp, agent, action, target, consent status, and cryptographic signature.

Aluminum MUST implement Anthropic's Constitutional AI framework. All agent actions MUST be validated against constitutional rules. Harmful actions MUST be blocked automatically.

All AI agents MUST register with Aluminum. Agents MUST declare capabilities and sphere specializations. Agents MUST comply with constitutional rules.

Complex tasks MUST be decomposed into subtasks. Subtasks MUST be routed to appropriate specialist agents. Routing MUST be based on 144-sphere ontology.

When agents disagree, Aluminum MUST initiate consensus protocol. Agents MUST vote on decisions. Voting MUST be weighted by sphere specialization. If no consensus, user MUST decide.

Each agent MUST have compute budget, memory limits, and storage quota. Budgets MUST be enforced by Aluminum. Resource allocation MUST be fair and constitutional.

AI agent state MUST be preserved when sessions end. Users MUST be able to resume conversations from any device. Agent state MUST survive device shutdown, OS updates, and network loss.

Users MUST be able to undo actions performed on different devices. Undo MUST work across all OSes and vendors. Undo history MUST be accessible from any Aluminum Node.

All data MUST be encrypted at rest (AES-256) and in transit (TLS 1.3+). User-controlled keys MUST be used where feasible. Hardware-backed key storage MUST be used when available.

Personally identifiable information (PII) MUST be anonymized before indexing. AI models MUST query anonymized corpus, not raw data. PII MUST only be decrypted with explicit user consent.

Privacy-sensitive queries MUST be processed on-device when feasible. Cloud inference MUST only be used when on-device processing is insufficient.

Aluminum SHOULD support zero-knowledge proofs for authentication. Users SHOULD be able to prove identity without revealing passwords.

Aluminum MUST comply with GDPR. Users MUST have:
- Right to access (view all data)
- Right to erasure (delete all data)

Aluminum SHOULD support HIPAA compliance for healthcare applications. This includes:

Aluminum SHOULD support SOC 2 compliance for enterprise deployments. This includes:

The Vendor Coordination Council governs Aluminum development. The Council consists of:
- Steering Committee - One representative from each major vendor

- Resolve vendor conflicts
- Coordinate release schedules
- Ensure interoperability
This Charter may be amended by a two-thirds vote of the Vendor Coordination Council. Amendments MUST NOT violate the core principles of user sovereignty, vendor neutrality, and constitutional governance.

Aluminum implementations MAY seek certification. Certified implementations display the Aluminum logo and are listed in the official directory.
Certification Process:

- Receive certification (valid for 1 year)
- Annual recertification required
Certification may be revoked if an implementation:
- Fails conformance tests
- Violates user sovereignty

Revocation Process:

This Charter is a living document. As Aluminum evolves, the Charter MUST evolve with it. The Vendor Coordination Council MUST review the Charter annually and propose amendments as needed.
The Aluminum community (users, developers, researchers) MAY propose amendments. Community proposals MUST be reviewed by the Governance Board.

- If approved, amendment takes effect
This Constitutional Charter establishes the foundational principles for the Aluminum Unified OS. It enshrines user sovereignty, vendor neutrality, reversible state, constitutional governance, and multi-agent coordination as inviolable principles. All Aluminum implementations MUST comply with this Charter.
