Add AEDT's capability to generate a submission script for an HPC scheduler

📝 Description of the feature

In order automate full workflows on an HPC using PyAEDT, it would be very very useful to expose AEDT's capabilities to generate a submission script for the job.

I currently have customers generating this template and exporting it as a .areg file which is then fed to their PyAEDT scripts. This is fine, until a new case doesn't fit the mold. Having this script generate on the fly using existing tools in AEDT would streamline the process considerably.
