Dashboard Error Fix

Issue: "GlobalData is not defined" Cause: Scope isolation. GlobalData was private to dashboard.js. Fix: Expose it globally.

Verification

Reload the dashboard. The error should be gone and the admin/co-admin panels should load their data correctly.
