SIGTERM from control+C reloads skills instead of shutting them all down periodically

Sometimes when I control+C out of the core skills service it reloads the skills but then doesn't respond anymore...I have to control+C again to close it out. I don't think it's usually noticeable because systemd just SIGKILLs it if it doesn't respond, but while experimenting with OVOS on Apple Silicon I notice it in my wrapper scripts.
