Overview

Following #1524 (comment): we have a useStarlightTheme React hook, as authored by @Yonava in #1524. It'd be nice if we could publish that standalone for folks. How about we move that to a standalone package in this monorepo to start?

Additional Info

Longer-term, we could split it out into its own repository. @Yonava if you want to maintain that I think that'd be awesome. But if you don't have the bandwidth / want assistance, I can be there too. Up to you 😄
