Add ability to toggle the PSG upgrades

Probably going to implement it using netevents, but for example toggling the cloak upgrade without downgrading the entire PSG and wasting assembly cores in the process. This would also allow for keybinds as well as something like Dastrukar's HDest Toolbar, too.
