Installation is broken in 2.3.1

After building tqsl on linux (following the instructions from README), tsql fails to start:

tqsl: error while loading shared libraries: libtqsllib.so: cannot open shared object file: No such file or directory

The library is installed to /usr/local/lib$(LIB_SUFFIX)/libtqsllib.so.
Diffs from here should fix it: https://aur.archlinux.org/packages/trustedqsl

trustedqsl.sourceforge.net/mantis does not work (504 Gateway Time-out), so reporting here.

I'm also having this problem with v2.7.2 installed from source, on Ubuntu 22.04 LTS.
