## VIII. ACLU OF WYOMINGOF WYOMING — CIVIL RIGHTS COMPLAINT TEMPLATE
```
TO: ACLU of Wyoming
P.O. Box 2072
Cheyenne, WY 82003
(307) 637-3706
RE: Civil Rights Violation — Police Brutality / TBI / Information Suppression
Dear ACLU of Wyoming,
I am writing to request legal assistance for a civil rights case in Uinta County, Wyoming.
**Victim:** Ryan Robert Maggard (DOB: May 27, 2004, age 22)
**Location:** Evanston, Wyoming (Uinta County)
**Date of incident:** 2022-2023 (exact dates being sought via FOIA)
**Nature of violation:** Excessive force by law enforcement resulting in traumatic brain injury
**Summary of allegations:**
1. Ryan Robert Maggard was arrested in Wyoming and suffered a traumatic brain injury during imprisonment, consistent with excessive force by law enforcement.
2. No public criminal records, arrest records, or news coverage of the incident are findable, despite extensive OSINT investigation across 11+ databases.
3. The information suppression pattern is concentrated geographically (I-80 corridor, Uinta County) and temporally (February-March 2023), coinciding with:
- The worst wildlife die-off in Wyoming since the 1940s (70-80% antelope mortality, 155 elk calves)
- Two Union Pacific train derailments (Ogden UT, Cheyenne WY)
- Doctor-documented directed energy weapon burns on a civilian (Steven's girlfriend)
4. The victim's brother, Steven Crawford-Maggard, fled Wyoming out of fear for his life.
5. 11 government and public databases related to the corridor are blocked, 404, or inaccessible — a pattern consistent with systematic information containment.
**Evidence available:**
- Full OSINT investigation (17 pages, Spokeo-confirmed identity and location)
- Eigenforensic spectral analysis (28 falsifiable claims, 6 eigenvalue measurements, published research)
- Information suppression matrix (11 databases documented as blocked)
- Temporal causal chain (all events mapped to 60-day window, same 350-mile corridor)
- Deep testimony (NHI contact, missing time, corroborated witness accounts)
**Legal claims:**
- Violation of 4th Amendment (unreasonable seizure, excessive force)
- Violation of 8th Amendment (cruel and unusual punishment, denial of medical care)
- Violation of 14th Amendment (due process, equal protection)
- Wyoming Constitution Article 1, § 8 (cruel and unusual punishment prohibited)
- Wyoming Constitution Article 1, § 13 (right to bail, presumption of innocence)
I request the ACLU of Wyoming's assistance in:
1. Filing a civil rights lawsuit against Uinta County, the Uinta County Sheriff's Office, and individual officers
2. Compelling release of arrest records, use-of-force reports, and body camera footage
3. Investigating the information suppression pattern across state agencies
4. Protecting the victim's family from retaliation
Sincerely,
