Add order validation for seq_lib_prep_category for balsamic

As a production user,
I do not want the customer to be able to place an order for balsamic with a case with two different seq_lib_prep_category as we do not run that type of analysis,
So that we do not end up with a case failing to start.

Note: similar check that we have for Raredisease is needed

Answer the following questions:

• Is there currently a workaround for this issue? If so, what is it?
  • The customer order it and the analysis cannot start resulting in prod to tell the customer it is not a valid order
• How much time would be saved by implementing this feature on a weekly basis?

• Are customers affected by this issue?
  • They can loose some TAT

Acceptance Criteria

• Customer cannot order a balsamic/balsamic-UMI case with two different seq_lib_prep_category
• Customers should be able to combine exomes with exomes, wgs with wgs, panel with panel
• Customers should not be able to combine exomes with WGS, exome with panel (see ticket example 1009242)
