Add support for CPH2647 (OnePlus 13R NA)

Hi, I'd like to request support for the OnePlus 13R North America variant.

Device: OnePlus 13R
Model: CPH2647
Region: North America (NA)

This model is currently not being tracked in the automated ARB monitor
or the web tracker. Would it be possible to add CPH2647 to the supported
devices list so NA users can also monitor ARB index changes for their
firmware updates?

OS Updater api dont have full ota urls for that variant

Got it, thanks for the clarification. Hopefully OnePlus exposes the OTA URLs for the NA variant later on. Appreciate the work on the tool.
