Improve map implementation

There are a bunch of possible improvements:

1. Upgrade to latest mapbox-gl (we are on 1.13.2 while the latest version is 2.9.2 as of now).
2. Reconsider how offline maps and fonts are stored. We have some instructions in DOWNLOAD_MAPS.md, but they could be better.
